Brother earned his Bachelor's of Science degree at the University of Florida and completed post graduate work in Health at the University of North Carolina at Chapel Hill. After his graduation, he went to work for the Florida State Board of Health for Gulf County headquartered at Port St. Joe. He worked for the Georgia Department of Health, the City of Jacksonville, Florida Health Department and for Gustafson's Dairy in Green Cove Springs, Florida as milk plant superintendent.
